The Estate Planning Council of Vancouver was established in 1961 using the Toronto Chapter of the EPC as a guide for by-laws and rules. The Council was established by a group of lawyers, accountants, life insurance advisors and trust company trust officers to help each other understand the myriad of rules surrounding estate administration after the government of WAC Bennett introduced the Succession Duty Act.
This act, along with four other provincial and federal statutes changed the basis on which an estate was assessed and the new council met at the old Shaughnessy Golf Club at 33rd and Granville to try and sort out the rules and help their clients minimize taxes, which at that time could exceed half an estate.
